THE AFL yesterday confirmed Sydney had breached the interchange cap late in Sunday's final quarter against St Kilda, but had not broken any rules in doing so.
"If you go past 20 (rotations) the player who goes off must be off the ground for 15 minutes," AFL spokesman Patrick Keane said.
"If you then try to bring that player back on inside the 15-minute period you automatically concede possession, give away a 50m penalty and the player who comes on has to go back off again - so technically you're playing with 17 men.
"Obviously if you do it in the last quarter, use a 21st rotation with a couple of minutes to play, that just means that player is off the ground for the rest of the game.
"Yes, Sydney yesterday took a player off that was past 20 (rotations) meaning he could not come back on."
